BDHH Launches the 9th Human Rights Advocacy Competition for Haitian University Students
PORT-AU-PRINCE, Haiti — The Haitian Human Rights Office (BDHH) officially launched the 9th edition of its Human Rights Advocacy Competition on Thursday, July 9, 2026, bringing together university students from across the country to participate in a program designed to strengthen advocacy, public speaking, and civic engagement on human rights issues.
The initiative, organized annually by the BDHH, seeks to encourage young people to deepen their understanding of fundamental rights while developing the communication and analytical skills necessary to address contemporary social challenges. The competition has become an important platform for university students interested in law, public policy, social sciences, and human rights advocacy.
Speaking during the official launch, Pauline Lecarpentier, Secretary General of the BDHH, explained that the competition is specifically designed for university students and aims to promote reflection on issues affecting Haitian society through structured advocacy and public debate.
Theme: Climate Justice and Economic Development
According to Lecarpentier, participants were invited to submit written essays online addressing this year’s theme: “Climate Justice and Economic Development.” The theme encourages students to examine the relationship between environmental sustainability, economic growth, and the protection of fundamental human rights.
Following the evaluation of the written submissions, 36 candidates were selected to advance to the oral advocacy phase of the competition. This stage, scheduled to take place over two days, began on Thursday, July 9, and continues on Friday, July 10, 2026.
Oral Rounds and Youth Engagement
During the oral rounds, participants will present arguments before a panel of judges, demonstrating their ability to analyze complex human rights issues, defend their positions with evidence, and communicate effectively before an audience.
Organizers believe the competition provides an opportunity for students to strengthen their legal reasoning, critical thinking, and public speaking abilities while encouraging active participation in discussions surrounding democracy, environmental responsibility, and social justice.
The focus on climate justice reflects growing international attention to the disproportionate impact that climate change has on vulnerable populations. Haiti remains one of the Caribbean countries most exposed to hurricanes, flooding, droughts, and other climate-related events, making environmental justice an increasingly important topic for policymakers, researchers, and civil society organizations.
By linking climate justice with economic development, this year’s competition also encourages participants to explore how sustainable economic policies can contribute to protecting human rights while promoting inclusive growth and long-term resilience.

Haiti PM Alix Didier Fils-Aimé Highlights Key Outcomes of CARICOM Summit
PORT-AU-PRINCE, Haiti — Haitian Prime Minister Alix Didier Fils-Aimé returned to the country on Wednesday, July 8, 2026, following his participation in the 51st Regular Meeting of the Conference of Heads of Government of the Caribbean Community CARICOM, held from July 5 to July 8 in Gros Islet, Saint Lucia.
Speaking during a press briefing at the Diplomatic Lounge of Toussaint Louverture International Airport, the Prime Minister outlined the principal outcomes of Haiti’s participation in the regional summit, emphasizing security cooperation, migration, democratic governance, and international partnerships.
Strengthening Regional Security and Stability
According to Prime Minister Fils-Aimé, discussions with CARICOM leaders focused primarily on strengthening regional security in response to Haiti’s ongoing challenges. He explained that member states reaffirmed their commitment to supporting Haiti’s efforts to restore stability through continued regional cooperation and international assistance.
Security remained one of the central themes of the summit. The Prime Minister stated that participating leaders discussed the renewal of the mandate of the Multinational Security Support (MSS) Mission, as well as the full deployment of its personnel to reinforce Haiti’s security institutions. He expressed appreciation for the continued support provided by Jamaica, The Bahamas, and Saint Lucia, countries that have remained actively engaged in regional efforts to assist Haiti.
Addressing Migration and TPS Concerns

Prime Minister Fils-Aimé said discussions addressed the situation facing Haitian nationals abroad, particularly concerns surrounding the Temporary Protected Status (TPS) program in the United States. PORT-AU-PRINCE, Haïti — Les examens officiels de 9e année fondamentale ont pris fin ce jeudi 2 juillet 2026, après quatre journées d’épreuves organisées à travers le pays. Débutée le lundi 29 juin, cette session s’est déroulée dans un climat généralement calme, sans qu’aucun rapport officiel ne fasse état, jusqu’à présent, d’incidents majeurs ou de perturbations significatives dans les centres d’examen.
Au Centre de l’École Nationale des Frères, le responsable du site, Didier Joseph, s’est montré satisfait du déroulement de cette session. Il a salué le travail accompli par l’ensemble des acteurs du système éducatif, notamment les surveillants, les enseignants, les responsables administratifs ainsi que les autorités concernées, qui ont contribué au bon fonctionnement des examens.
Selon lui, les quatre journées d’épreuves se sont déroulées dans de bonnes conditions. Aucun incident majeur n’a été signalé dans son centre, et l’organisation a permis aux candidats de composer dans un environnement propice à la concentration.
Didier Joseph estime également que les sujets proposés étaient adaptés au niveau attendu des élèves. D’après ses observations, les examens sont restés conformes au programme académique, permettant aux candidats de répondre aux différentes épreuves dans des conditions jugées normales.
Plusieurs candidats interrogés à la fin des examens ont partagé une appréciation similaire. Ils affirment que les épreuves étaient accessibles et qu’elles correspondaient, dans l’ensemble, aux connaissances acquises durant leur parcours scolaire. Certains ont également souligné que les examens n’étaient pas excessivement difficiles et que l’encadrement assuré dans les salles a favorisé un déroulement serein.
Les élèves ont également salué les mesures de surveillance mises en place dans les centres d’examen, estimant que celles-ci ont contribué à garantir un environnement respectueux des règles établies par le ministère de l’Éducation nationale et de la Formation professionnelle (MENFP).
La session des examens officiels de 9e année fondamentale représente une étape importante dans le parcours scolaire de milliers d’élèves en Haïti. Ces évaluations permettent de mesurer les acquis des candidats et conditionnent leur passage vers le cycle secondaire, conformément aux exigences du système éducatif national.
À l’issue de cette quatrième et dernière journée, les autorités n’avaient signalé aucune perturbation majeure à l’échelle nationale. Les responsables des centres espèrent désormais que le processus de correction et la publication des résultats se dérouleront dans les délais prévus par le ministère.

PORT-AU-PRINCE, Haïti — Plus de deux ans après avoir fui les violences liées à l’insécurité, de nombreuses familles déplacées continuent de vivre dans des conditions extrêmement précaires dans plusieurs camps de fortune de la région métropolitaine de Port-au-Prince.
À l’École Nationale République de Colombie, des personnes déplacées affirment que leur quotidien est marqué par des difficultés persistantes. Elles dénoncent notamment la précarité des abris, le manque d’accès aux services essentiels et les conditions de vie qu’elles jugent indignes après plusieurs années passées loin de leurs foyers.
Des témoignages similaires proviennent également du camp installé dans les annexes du ministère de la Communication, sur la route de Bourdon, où plusieurs familles expriment leur frustration face au manque de nourriture, à l’insuffisance de l’aide humanitaire et à des distributions qu’elles qualifient de désorganisées.
Les déplacés expliquent que la détérioration de leurs conditions de vie affecte particulièrement les enfants, les personnes âgées et les personnes les plus vulnérables, confrontés quotidiennement à l’insécurité alimentaire, à des conditions sanitaires difficiles et à une grande incertitude quant à leur avenir.
Face à cette situation, les résidents des camps demandent aux autorités haïtiennes de mettre en œuvre des solutions durables leur permettant de quitter les sites d’hébergement temporaire. Ils appellent également au rétablissement de la sécurité dans leurs quartiers d’origine afin de pouvoir rentrer chez eux dans des conditions sûres et dignes.
Cette crise des déplacements internes demeure l’un des principaux défis humanitaires auxquels Haïti est confrontée, alors que de nombreuses familles attendent toujours des réponses concrètes pour reconstruire leur vie.

PORT-AU-PRINCE, Haïti — Un étudiant de la Faculté de Médecine et de Pharmacie de l’Université d’État d’Haïti (UEH) a été blessé par balle lors d’une manifestation organisée le mercredi 1er juillet 2026 pour réclamer la relocalisation et la réouverture de l’Hôpital de l’Université d’État d’Haïti (Hôpital général).
Selon les informations disponibles, Milot Exantus a été atteint d’une balle à l’avant-bras droit alors que les manifestants circulaient sur la route de Bourdon, en direction de la Villa d’Accueil.
Le mouvement avait débuté devant le Rectorat de l’Université d’État d’Haïti (RUEH) avec pour objectif de rejoindre la Primature afin de faire entendre les revendications des étudiants. Toutefois, les manifestants ont été empêchés de poursuivre leur parcours après l’intervention des forces de l’ordre.
Les étudiants demandent la relocalisation et la réouverture de l’Hôpital général, fermé depuis février 2024 en raison de l’insécurité liée aux violences des groupes armés.
Ils estiment que les engagements pris par le ministre de la Santé publique, Sinal Bertrand, n’ont pas été respectés malgré plusieurs rencontres organisées avec les autorités. Les représentants étudiants affirment avoir déjà identifié un site susceptible d’accueillir temporairement l’établissement hospitalier.
À la suite de cet incident, les étudiants annoncent leur intention de poursuivre leur mobilisation jusqu’à ce qu’une réponse concrète soit apportée à leurs revendications.

Haïti : Le MENFP annonce de nouvelles mesures pour les examens officiels 2026, dont un repas chaud pour chaque candidat

Près de 190 000 candidats sont attendus aux examens officiels cette semaine, alors que le ministère renforce les mesures d’organisation, de sécurité et d’accompagnement des élèves.
PORT-AU-PRINCE, Haïti — Le ministère de l’Éducation nationale et de la Formation professionnelle (MENFP) a organisé une conférence de presse afin de présenter les dispositions mises en place pour le déroulement des examens officiels de l’année 2026, notamment ceux de la 9e année fondamentale, de l’ENIJE, de l’ENI et du CEF.
La rencontre a réuni plusieurs cadres du ministère ainsi que des représentants des forces de l’ordre, venus réaffirmer leur engagement à garantir le bon déroulement des épreuves sur l’ensemble du territoire.
Au cours de son intervention, le ministre de l’Éducation nationale, Vijonet Demero, a remercié les différentes institutions publiques ainsi que les partenaires ayant contribué à l’organisation des examens.
Parmi les principales innovations annoncées cette année figure une initiative conjointe du Fonds National de l’Éducation (FNE), du Programme National de Cantines Scolaires (PNCS) et du MENFP, qui prévoit la distribution d’un repas chaud à chaque candidat durant la première pause des examens.
Selon le ministre, cette mesure vise à améliorer les conditions dans lesquelles les élèves composent, tout en favorisant leur concentration et leur bien-être pendant cette période importante de leur parcours scolaire.
De son côté, le directeur général du MENFP, Osny Jean Marie, a indiqué que toutes les dispositions administratives, logistiques et sécuritaires ont déjà été prises afin d’assurer le bon déroulement des examens.
Le ministère a enregistré :
- 186 748 candidats pour les examens de 9e année fondamentale ;
- 204 candidats pour l’ENI capiste ;
- 2 368 candidats pour l’ENI nouvelle formule ;
- 529 candidats pour le CEF.
Au total, 189 849 candidats participeront aux examens officiels organisés cette semaine.
Le directeur général a également rappelé que les règles encadrant les examens demeurent inchangées. Les candidats devront notamment respecter les horaires établis, éviter toute tentative de fraude, ne porter aucune arme et ne pas utiliser de téléphone portable dans les centres d’examen.
Les autorités espèrent que l’ensemble des épreuves se déroulera dans un climat de discipline, de sécurité et de sérénité.

PORT-AU-PRINCE, Haïti — La Coordination nationale de la sécurité alimentaire (CNSA) organise un atelier de deux jours consacré aux mécanismes de suivi conjoint des risques, dans le cadre de la mise en œuvre d’un plan national destiné à évaluer et suivre l’évolution de l’insécurité alimentaire en Haïti.
À cette occasion, le coordonnateur de la CNSA, Harmel Cazeau, a présenté cette initiative comme une étape stratégique visant à améliorer la compréhension des multiples facteurs qui aggravent l’insécurité alimentaire dans le pays.
Selon lui, Haïti fait face à une combinaison de défis majeurs, notamment l’insécurité, les déplacements de population, les cyclones, les sécheresses, les inondations ainsi que d’autres catastrophes naturelles qui affectent directement la production agricole, l’accès aux marchés et les conditions de vie des ménages.
Le responsable de la CNSA a souligné que ce plan constitue un outil essentiel pour aider les autorités publiques, les partenaires techniques et les organisations humanitaires à mieux anticiper les crises alimentaires, à coordonner leurs interventions et à orienter les politiques publiques sur la base de données fiables.
M. Cazeau a également indiqué que le gouvernement haïtien a déjà adopté ce plan stratégique, lequel a été officiellement publié dans Le Moniteur, le journal officiel de la République.
Il a enfin lancé un appel à l’ensemble des institutions concernées afin qu’elles participent activement à la mise en œuvre des mécanismes de suivi prévus dans ce plan, dans le but d’améliorer la sécurité alimentaire et de mieux répondre aux besoins des populations les plus vulnérables.
Alors qu’Haïti continue de faire face à une situation humanitaire complexe, les autorités espèrent que cette démarche permettra d’améliorer la planification, la prévention des crises alimentaires et la coordination des réponses nationales.
